Visiting Norway? This is when you can talk with Norwegians.

In all other instances, Norwegians will suspect that you have a hidden agenda

Norwegians will not talk to others unless they have a good reason to do so

Small talk are not part of the culture

The only other exception is when you are in the mountains or in "Syden"

Then you are allowed to say "hei" and talk to strangers

It is best to do it at a path "crossing" in the mountains where it is easier for Norwegians to escape if they feel trapped by the conversation
